1Sam 11:15 (NASU) So all the people went to Gilgal, and there they made Saul king before the Lord in Gilgal. There they also offered sacrifices of peace offerings before the Lord; and there Saul and all the men of Israel rejoiced greatly.
King Saul was not God's First choice. The people demanded a King be put over them so God told Samuel to anoint Saul. Saul was head and shoulders above everybody else so the people like him and thought he might be a good King.People are much like that today. If they see someone that looks good to them then they think that person would make a good leader.
